II. The Origin: One Forged Contract

The collective forest land belonging to Group 3 of Taiyun Village, Gaojia Town, Fengdu County, Chongqing Municipality, was allegedly seized by Qin Dawu through a land transfer contract bearing the forged signatures of deceased villagers. People who had already passed away were made to "sign" a document that transferred their community's ancestral land to a private mining operation.
This single fraudulent document became the cornerstone upon which every subsequent illegal act was built over the following twenty years. It was on the basis of this allegedly forged contract that Qin Dawu and his company — Chongqing Lvdaoyuan Building Materials Group Co., Ltd. (Unified Social Credit Code: 91500230774891898M) — obtained:
- Mining permits authorizing extraction operations
- Forestry use permits authorizing the clearing of collective forest land
- Safety production permits authorizing large-scale blasting operations
- All other operating licenses necessary to run a mining enterprise
Every facade of legality was constructed upon this allegedly fraudulent foundation. When the foundation is false, everything built upon it is false. When the root is poisoned, every branch it produces is tainted.
III. The Cascading Consequences
From that single forged contract in 2006, the following chain of alleged crimes unfolded:

V. Our Demands
Our demands are simple and proportionate — neither more nor less than what justice requires:
- Forensic examination of the 2006 contract. The signatures on the land transfer contract should be subjected to independent forensic analysis to determine their authenticity. If forgery is confirmed, all permits and licenses obtained on the basis of that contract should be revoked in accordance with applicable law.
- A formal criminal investigation into the alleged illegal mining. The actual area of mining operations should be surveyed and compared against the approved area. All persons found responsible for violations should be held legally accountable.
- An independent investigation into the alleged environmental pollution, safety violations, and related deaths. The victims and their families deserve answers, accountability, and justice.
- Protection of whistleblowers' legal rights. In accordance with Article 41 of the Constitution of the People's Republic of China and the Regulations on Petitions and Complaints, no citizen should face retaliation for exercising their lawful right to report suspected criminal activity.
We do not seek special treatment. We do not demand financial compensation. We do not pursue personal gain of any kind. We ask only for one thing: equality before the law. When the law has been broken, accountability must follow.
